…On this day in 1794 the 11th Amendment to the U.S. Constitution was passed by the U.S. Congress. You don't hear too much about this in these days. What the 11th says is The Judicial power of the United States shall not be construed to extend to any suit in law or equity, commenced or prosecuted against one of the United States by Citizens of another State, or by Citizens or Subjects of any Foreign State. However during the liberal court days the court ruled that the States did not have sovereign immunity when being sued by the federal government.
