The Islamic State has issued new regulations, in the form of a fatwa, containing protocols concerning the raping of sex-slaves. Among other things, the rules forbid raping pregnant or menstruating women. They also detail the procedures to be followed when a slave that has two or more owners is to be sold.

Sheriff’s Department late Thursday released the names of those who died Wednesday night when a heavily armed man and woman burst into the room where they were enjoying a county health department banquet and opened fire.
