He was a crook (Keating Five anyone?), involved in the Benghazi/Syria debacle, a willing servant of the Deep State and his role in attempting to sabotage and then overthrow the 2016 election and presidency of the current chief executive, if it is ever fully revealed, will prove him to be a disgrace, or worse. If he deserves to be remembered for anything, it is for 36 years of being the exact opposite of what a person of leadership and character ought to be.

This would have given the District of Columbia full representation in the United States Congress, full representation in the Electoral College system, and full participation in the process by which the Constitution is amended. The States saw through this blatant attempt by the Democrats to get two new Senators and some more Representatives. Most States refused to ratify it. It would have essentially made Washington DC a State in all but name.
